In recent years, the China's retail market competition level is increasingly fierce. At the same time consumers put forward higher requirements to the shopping environment and consumption experience, coupled with the vigorous development of electric economy mode, all have produced great impact on the activities of LC department store building limited liability company (hereinafter referred to as LC department store retail business). In the process of implementing the strategy of high quality service, the service concept of the employees of the enterprise and the comprehensive quality of their work will play a very big role in their work. But the enterprise's internal management philosophy and mode because of born out of the traditional state-owned business enterprise brand, the existing human resource management is very rough. The company lacks accurate evaluation of the value of retail sectors related jobs, and lack of determination of the key performance indicators. It has not established a complete performance management system, and lack the incentives of the staffs to work enthusiasm, thus resulting in low work efficiency, and high personnel flow rate.Therefore, this paper is guided by the theory of performance management, and target management method, through the analysis of characteristics of LC department store employees, using qualitative analysis and quantitative analysis, combined with the actual situation of LC company, This paper proposed the establishment of performance planning, performance implementation, performance evaluation, and performance feedback,the complete improvement scheme of the performance management system. The improved scheme using BSC (Balanced Scorecard) theory, decomposes the enterprise's strategic target from the four dimensions of the financial, customer, internal operation and study, using CSF (key success factors) method to find the company's level of KPI (key performance indicators) and give the KPI different weights according to different environment. This paper builds company's overall performance appraisal system from the company to the stores to the Department to the individual. In the process of implementation based on MBO (MBO) designs and develops a monthly target plan card based on the theory of MBO(management by object) and make the responsibilities of departments and staff job clear by the description of work. In order to strengthen the control of the performance management process, the improvement of the existing performance management system improves the incentive mechanism, from the salary, incentive, employee participation and representation of supervision and guarantee the effective implementation of LC new department store management system in addition. The improvement scheme of the performance management system is verified through practice management. The results indicated that the presenting the expected effect, contributed to improve the operational effectiveness of the LC department stores. This paper hopes the experience also has certain reference significance to other similar enterprises management.
