With the rapid development of the forth paradigim of science in the recent years,more and more researchers has been drawn to this field.Meanwhile,the construction of science data sharing platform and data center has been greatly supported and helped by the state.The research on interest demands and power realization of different groups in scientific data opening is not only an important part of scientific data opening research,but also can effectively promote the orderly development of scientific data opening activities.Based on the stakeholder theory,this study divided the stakeholders of scientific data opening,and used the power-benefit matrix to analyze the interest demands and existing rights of each stakeholder group.The conclusions drawn from this research are as follows: First,the results of stakeholder identification in scientific data opening are divided into ten types: researchers,research institutions,research funding institutions,data centers,library and information institutions,publishers,governments,trade associations,users and enterprises.Second,the above stakeholders can be divided into three categories according to the attributes of stakeholders in the Mitchell score-based approach.Among them,researchers,research institutions,data centers and governments are identified as definitive stakeholders.Expectant stakeholders of research funding agencies and library and information institutions.Publishers,trade associations,users and enterprises are latent stakeholders.Third,according to stakeholders power-interest relationship matrix analysis,scientific researchers,research institutions,research funding institutions and the data center,in the scientific data open power is larger,higher profit level,is the need to focus on the interests of stakeholders;the power of library and information institutions and publishers is small and the level of interest is high;As users of scientific data,enterprises and users have weak rights and interests.Lastly,based on a systematic analyse on the relationship between various stakeholders,this research comes forward with a balancing strategy which fits into the current reality.This research aims to serve as a reference on scientific data open access evolvement in order to bring it to a higher level and balance the relationship between various stakeholders,providing theoretical support for policy making.
