In the past ten years,the social environment and the environment of social public opinion have continued to undergo changes.Especially after network communication has become the most important methods of communication,the laws of public opinion transmission have also undergone profound changes.With the global information technology on the high way of improving,new technologies,including the Internet,have exerted profound influence on the media composition and the public opinion environment.The extensive use of new media makes it more convenient for the public to obtain information.The majority of netizens can freely accept and send information and participate in information interaction,all according to their wish,on Twitter,Facebook,BBS and other cyber world platforms,which undoubtedly broadens the transmission path of false information and negative emotions which is greatly increases the propagation conditions of negative public opinions.Tax collection work play an important role on "Collecting wealth for the country and taxes for the people".It is the lifeblood of the country's financial lifeline and economic pillar,and is also closely related to the fundamental interests of the people.The formulation and implementation of tax policies are highly concerned by the people.With the development and transformation of our country's economy and society,taxation,acting an important role in the macro-control of the national economy,will affects the interests of different classes in the process of tax distribution and facing numerous contradictions.Finally,it will become the focus of public opinion.Meanwhile,in recent years,tax system reform has been continuously promoted.A series of tax collection and management policies changed and published,such as the replacement of business tax to added-value tax,the reform of the national and local tax collection and administration system,the introduction of environmental tax policies,the reform of individual income tax,and the transfer of social insurance premiums to unified collection by tax departments,which have become social concerns.In recent years,the tax department at all levels keep strengthening the degree of emphasis about handling the public opinion and gradually improving the mechanism of the related work.However,many tax cadres at the grassroots level have insufficient awareness of tax-related online public opinions,do not pay attention to the scientific approach,lack of positive guidance,and use of public opinion disposal measures simple and rough,resulting in bad social impact.This not only goes against the tax authorities to build a good image,but also weakens the credibility of the tax authorities,and may even affect the implementation of national economic policies.The tax department is responsible for the important function of economic law enforcement,so how to improve the ability of public opinion governance related to tax should be an important task of the new normal of tax work.This article analyzed the causes and current situation of tax-related public opinion in the new media environment in light of the nature of taxation work.By combining typical case analysis,it summarizes the characteristics,trends,and laws of public opinion of tax-related public opinion,reveals the problems and the causes of tax-related public opinion governance,and finally provide targeted and operational recommended strategies for the governance of tax-related public opinion from four aspects: public opinion prevention,public opinion disposal,public opinion guidance,and tax department capacity building.
