With the development of science and technology in recent decades,AI has set off a new wave of science and technology around the world, especially led by artificial intelligence in China and the United States, with strong and different development potential. Therefore,to understand the current heads of AI in the international community--the attitude and tendency of China and the United States towards AI is crucial to understand the development trend of AI in the future.Attitude resources in evaluation theory system in this paper, with the help of system theory,by the People's Daily, the New York times as sample, selection of the past five years news articles about artificial intelligence, the two countries to encode the words, sentences, end up with People's Daily,a total of 704 coding attitude resources, and the New York times 788 coding attitude resources. And draw the following conclusions.First of all, according to the overall attitude of resource distribution, newspapers of both countries show a clear tendency to support the continued development of artificial intelligence in China. In addition,Appreciation resources most used in People's Daily, the emotional resources to use the least, this suggests that the People's Daily propaganda guided with appreciation resources is given priority to,not directly show that likes and dislikes of artificial intelligence, but more about the present situation of the use of artificial intelligence to show society, use the feedback, and artificial intelligence for social value judgment, etc.,which is implicitly expressed views in the New York times, similar to the People's Daily, the same is given priority to with appreciation resources, but the overall emotional resources more emotional words used in accounting for more than the People's Daily, has a tendency to more clearly emotional guidance. In addition, about negative resources, the People's Daily and the New York times are take security resources as the main emotional factors. And generally, they all believe that artificial intelligence has a relatively high degree of insecurity. In terms of constructive resources, newspapers in the two countries are generally negative, which indicates that both China and the United States have realized that there are still serious imbalance between various elements or social subjects in the current development stage of artificial intelligence, and the future development has a long way to go.The obvious difference is that, first of all,in the emotional element of satisfaction/dissatisfaction,People's Daily is generally satisfied with the current development status of artificial intelligence, while the New York times shows a more obvious dissatisfaction.Secondly,on the judgment of resilience,People's Daily has a positive attitude, believing that the strong technology of artificial intelligence is a solid support for national security and economic development. However, the New York times,on the contrary, generally believes that artificial intelligence technology is weak, vulnerable to attack, operating system crash, etc.,far from being strong enough.About propriety judgment, the People's Daily has more positive resources, while the New York Times will mainly focus on improper points of AI,such as threats on privacy, racist and so on.Finally about the social value appreciation resources,People's Daily,on the whole, has positive attitude almost four times than negativity resources. It affirmed the positive social impact of AI.While in the New York times,it is also emphasized the social harm of artificial intelligence and strongly suggested the highly supervision from enterprises, groups and individuals on artificial intelligence.
