Introduction To The Provisions On The Administration Of Institutional Archives

With the development of the archives management and the E-government,it is difficult for original regulations and standards of the institutional archives work to adapt to the current management reality.To revise "the Standard for the Construction of Institutional Archives" and "the Regulations on the Work of Institutional Archives" is becoming pressing.The contradiction between the lag of the institutional archives regulation system and the professionalism of the institutional archives management is surging.With the expectation of all sectors of society,"the Provisions on the Administration of Institutional Archives" came into being.Since promulgated in October 2018,the Provisions have been implemented for more than a year.With its guiding,the institutional archives work scientifically.However,it also brings differences and dilemmas to the archivists which deserve our close attention.In order to interpret the Provisions and understand its progress comprehensively and deeply,the paper selects the three policy texts as research objects,comparing the working concept and principle,the construction and guarantee,the institutional archives management requirements of them.The Provisions have made great progress in content and structure setting and provided new ideas for the archivists to carry out the archives work in the new era.It deepens the working principle of unified leadership and hierarchical management,clarifies the situation of rewards and punishments,perfects the establishment of the organization,enriches the basic tasks,systematically sets up the infrastructure,creatively builds the overall framework of the information construction,determines the fund support,and detailed sorting out management process and related requirements of the institutional archives,etc.The promulgation and implementation of the Provisions have innovated the working ideas of the institutional archives work,which requires the institutional archivists to understand and study the contents of the texts in depth,and dialectically think about what need to be improved,so as to provide suggestions for the future revision of the Provisions.The author finds that some things to be improved through comparing.For example,the complex content has led to improper connection in structure;the coexistence of the three texts has brought operational confusion to the archives department;the incomplete reference standards in the Provisions have resulted in poor operability;the improper setting of nouns or punctuation in theProvisions has resulted in semantic deviation,etc.In view of the above problems,the article believes that the Provisions should be appropriately adjusted from the three aspects of structural optimization,texts adjustment and language expression in order to enhance the rigor and scientificity of the text,and further improve the quality and efficiency of the institutional archives work.
