Since China's reform and opening up in 1979,project management theory has been promoting the cause of China's reform and opening up.Optical fiber transmission technology of communication engineering is the foundation of information development in China.With the arrival of 5G era,in order to ensure the high-speed data exchange,the demand for the construction of ultra-high-speed optical fiber transmission network is bound to increase.As a network operator,how to control the project cost while building and improving the optical fiber transmission network is the key to obtain the dividend of information development in 5G era,and also the inevitable trend of the future developing of network operators.Cost control is the key to measure the success of a project.Cost management is a management field that all enterprises attach importance to.Only by controlling the input of cost can the enterprise maintain sustainable development.This article is based on the author's experience in the management of optical fiber backbone network construction projects and the theory of project management,to conduct cost management application research on optical fiber backbone network construction projects.Taking the DG optical fiber backbone network construction project as an example,it is analyzed how to use cost management theory to reduce project cost and complete project construction in the stages of project establishment,planning,implementation,monitoring,and closing at the premise of ensuring quality.It is specifically reflected in the reduction of unnecessary categories in the DG project initiation stage as the primary means to reduce budget costs.The project implementation process mainly uses the Earned Value Analysis method of project cost management to monitor the status of the project and predict deviation correction,combined with the project analyze and study cost management and formulate specific implementation measures in terms of quality,scope,and progress,and finally complete the project construction smoothly and meet the cost reduction goals.Summarize project implementation experience,form organizational process assets,and provide theoretical reference for the company's future project management.The research content of this paper has certain reference and guiding significance for the project cost management of the author's industry,and provides some support for the company's strategic objectives.
