The Structure And Construction Of Think Tank Capability System From The Perspective Of Intelligence

Think Tanks around the world are developing vigorously as a whole.Think Tanks play an irreplaceable role in scientific decision-making in both western developed countries and developing countries.As socialism with Chinese characteristics enters a new era,it is more urgent than ever for us to improve the decision-making support system with Chinese characteristics.The improvement of the capability of Think Tanks is not only conducive to enriching a theoretical system for the research of new Think Tanks with Chinese characteristics,but also conducive to improving the overall level of the development of new Think Tanks with Chinese characteristics,as well as enhancing the soft power and comprehensive strength of our country.This paper first consults and collates related academic works,journals,graduate papers,policy papers,research reports,media reports and comments,combs Think Tank and the ability to Think Tank's concept and the connotation.Then it constructs Chinese Think Tank ability system from four dimensions of topic selection ability,information collecting ability,thought production ability and the ability to spread.Secondly,the structural equation model is adopted to establish relevant assumptions,which verifies the reliability and applicability of Think Tank capacity system constructed in this study.Then,it builds the Think Tank capacity model through the online survey approach such as questionnaire star,E-mail and offline survey approach such as paper questionnaires,invites domestic Think Tank experts to evaluate the Think Tank capacity and verifies the relationship between the Chinese Think Tank ability and the ability of the influence degree of the comprehensive ability and form the Think Tank ability system of comprehensive evaluation,the paper analyzes the present situation of Chinese Think Tank development,the existing problems and the reasons.Finally,according to the differentiation of different types of Think Tanks in China as well as the outstanding and weak capabilities of each type of Think Tank,effective suggestions are put forward.This paper mainly solves two key problems of "what is the capability of Think Tank" and "how to build the capability of Think Tank".Through the evaluation results of Think Tank capability,the problem of the lack of Think Tank capability in China is found.Although Chinese Think Tank has made many achievements,but still needs to correctly understand the advantages and disadvantages,and the importance and difficulty in the process of development.It can improve the ability from various aspects: one is to continuously improve the judge ability of topics from the aspects of active consciousness,overall situation consciousness,cognitive consciousness,learning consciousness,problem consciousness and dynamic consciousness.The second is to continuously improve its information collection ability from the aspects of system optimization,professional methods,strategic optimization,organizational management and improvisation.Third is to constantly improve its ideological production capacity from the aspects of accurate analysis,digital technology,ideological innovation,professional dynamics,academic writing and error detection and correction.Fourth is to constantly improve its ability of transmission transformation from the aspects of transmission transformation motivation,transmission transformation consciousness,transmission transformation content,transmission transformation object,transmission transformation purpose,transmission transformation channel and transmission transformation form.Chinese Think Tanks will play a greater role in national development and social progress through comprehensive capacity improvement.
