With the rapid development and wide popularization of the Internet,the restricted and repressed expression of people has been released unprecedentedly.The network public opinions has gradually been attached importance to and rapidly developed into the current mainstream form of public opinions.In recent years,with the rapid development of network public opinions,the rapid increase of the number of Internet users and the frequent outbreak of social hot events,many local or individual events have quickly become national topics through the spread of the Internet,and more and more hot events with millions of clicks on the Internet have had an increasing impact on the society.The study try to collect yunnan tourism hot issues of network public opinions of the nearly five years,in which select "lijiang vicious beating and looting" as the research object.We try to study the event from the outbreak of exposure to the fade of the whole process,in order to explore the formation of the hot issues of network public opinion elements,the formation laws,and provide valuable strategys to lead the network public opinions.The starting point of this study based on the literature research.We try to collect the related literature at home and abroad,and see it as the theoretical basis for this article.Then we choose the case "lijiang vicious beating and looting" for our study object.We try to explore the network public opinion elements: The interaction among events,Internet users and media in the public opinion data and the corpus we have collected.From the dimension of public opinion formation mode,we will use "background system","media system","dynamic system" and "brake system" to verify the formation mechanism of network public opinion of hot events,and finally ponders and discusses the guidance and supervision of network public opinion.Studies have found that the formation of network public opinion is no longer in a single system.It is formed as a result of the interaction between all the elements.The hot issue is the public opinion's start.Weibo is the import place of the formation and development of the public opinion.The internet users are the promoters of public opinion.The opinion leader is the guidance of the public opinion.The elements contact each other and influence each other.Under the political system,economic development,science and technology culture represented the external motivation,and The interests and psychological factors represented the internal power,the network public opinion formation changes development.Among them,in the stage of the formation of network public opinion,there are four systems in the impact section and the control section.First is the environment system,which is formed by the social politics,economy,and culture.Second is the media system,which is constructed inthe media environment.Third is the dynamic system,which is constructed by the public demand and psychology of the groups.The forth is the braking system,which is constructed by the government public power and the information environment.The four systems throughout the whole process of the public opinion generated to fade,and jointly produce the important influence.Frequent research argues that tourism events will seriously affect the reputation and image as a tourist of yunnan province.The government and relevant departments shall establish emergency mechanism,monitor the public opinion,and improve early warning works.At the same time,the govermeng will able to timely and effectively respond to the public opinion,pay attention to the role of network opinion leaders,and pay attention to improve the public and network news media literacya as a spokesman for the ascension,in order to establish the authority of the government image and credibility,to effectively guide the network public opinion and continuous efforts.
