Research On The Improvement Of Library Service Quality Based On Quality Management Method

The process of library information construction has been promoted with the development of information technology and internet technology,it has provided strong technical support for the development of libraries.The Party School is the documentary information center,it meets difficult that how to better adapt to the arrival of knowledge economy era,and it also faces many unprecedented changes.The existing organizational structure,service content and readers' expectations of the library have undergone great changes.The readers' demand for the mode,quality and level of library services is increasingly diversified,and the factors affecting the quality of library services are also becoming more complex.The traditional management pattern has been unable to adapt to the needs of the new situation.Total quality management has broad application prospects in the field of library management because of its advanced management concept and management pattern.A comprehensive quality management pattern is introduced into appropriately evaluate the quality of library services.Itis positive and it has efficient influence for the development of the library in the future if multiple controllable process evaluation systems in the library's work established.The research methods used in this paper include: literature analysis method,case study method and the combination of theory and practice through the research process.And also using the relevant theories and methods such as quality management and total quality management.The HZ Party School Library is taken as an example for analysis.Three problems are analyzed in the current HZ Party School Library,it mainly includes: “people”,“resources” and “services” through the feedback of questionnaires and interviews with readers,that is,the librarians' service ability and professional quality were not high;resources can not meet the needs of readers,lack of personalization;It proposes to modify the organizational structure based on the big data because of the single service,insufficient reading and promotion,low readers' attendance rate,etc;Using the target assessment management system to improve the librarian's ability;Increasing the publicity and enhancing user's mobile information literacy;Adopting the mobile library and expanding diversified system services;Strengthening the characteristic database construction and participating in database co-construction and sharing;Expanding the ways to get digital service and other aspects of service quality improvement programs.It continues to improve the service system based on problems that emerged during the implementation process of mobile books in HZ Party School through the method PDCA.Although the research on total quality management system has been carried out in some university libraries,the research on the library system of the party school is basically blank.Through the application of total quality management to the library service of HZ Party School,the problems of service of the current HZ Party School Library are analyzed,and the improvement plan of service quality is proposed.The Library Quantitative Management Management Plan and Document Resources are formulated in the process of this research.And this two literature are compiled into the HZ Party School's Quality Management Excellence List in the form of school documents.The number of system users is increasing,the learning efficiency of the students is improving,and the readers' satisfaction with the service quality provided by the library is also strengthening in HZ Party School Library after implementing the service quality improvement program.Therefore,this paper has a certain degree of innovation on the service quality improvement of HZ Party School Library by applying the theory and method of total quality management.I hope that the research in this paper can promote the new round of service quality improvement of Party School System Library.
