With the continuous development of global economic integration,competition between countries has become increasingly fierce and trade frictions have become more frequent.Technical barriers to trade(TBT)are frequently used by the United States for their own concealed and flexible characteristics,which have a certain impact on the export of China's electronic information industry to the United States.Electronic information products play a significant role in the country's economic development,and China is the largest exporter of this industry.As Trump's coming to power,the influence of trade protectionism has been further intensified.In 2018,the United States launched a trade war with China,which had a huge impact on trade between the two countries.Sino-US trade has changed from complementary to competitive.Technical barriers have become the most important factor affecting the export of China's electronic information industry,and the export trade of this industry will also face more unpredictable risks and challenges.Therefore,the purpose of this paper is to analyze the impact of American technical barriers to trade on China's electronic information industry export trade,and put forward corresponding suggestions for future sustainable development.The main innovation of this paper is to subdivide the electronic information industry into eight major industries,including communication equipment,broadcasting equipment,computers,household electronic appliances,electronic components,electronic devices,electronic materials and electronic instruments.It studies the current situation and empirical study of technical barriers to the three major sub-sectors of computers,communication equipment and household electronic appliances with the largest export volume,and proposes targeted measures.In this paper,the degree of technical barriers is quantified as the number of TBT notifications,and the time series data of variables from 2002 to 2017 are subjected to ADF test,cointegration test and stepwise regression to empirically study the long-term and short-term effects of American technical barriers to trade on China's electronic information industry.It also analyses the long-term and short-term impact of American technical barriers on the three major sub-sectors of the electronic information industry.Finally,the following two conclusions are drawn: 1)American technical barriers have dual effects on China's export trade of electronic information industry,that is short-term suppression and long-term promotion effect.2)Technical barriers have different impacts on different types of electronic information products.They have the greatest impact on household electronic appliances,followed by the communications equipment industry,but have no significant impact on the computer industry.Except for the computer industry,the other two areas are in line with the description of the first conclusion.Finally,according to the obstructed status and empirical results,specific recommendations are made for the computer,the communication equipment and household electronic appliances industry.1)The computer industry should strengthen the quality of computer batteries and adjust the structure of export products in a timely manner.2)For the communication equipment industry,the government should give legal support and help to companies.Enterprises should go out through multiple channels,and realize transnational operations in the United States with different investment methods to avoid technical barriers.3)Export enterprises of household electronic appliances should establish channels for obtaining access conditions for each category of products,strengthen R&D and investment,and gradually achieve environmental protection and green production.
