Construction And Application Of Informaiton Platform For Shenyang Import And Export Technical Barrier To Trade

Technical Barrier to Trade (TBT) means the rules, standards (ex. therequirements of packing, mark, label etc.), programs of testing and proving,and other non-tariff barriers which will breed trade barriers. According to theprotocols of TBT, the WTO member countries reach an agreement about theconstraints of using TBT in the fields of agriculture and industry. TBT has beenthe most effective means of setting trade barriers and implementing tradeprotectionism for developed countries, meanwhile, it has been the biggestbarrier of foreign trades for developing countries. That is the internationalbackground of this paper.This paper has analyzed present situations of Shenyang export and importtrades, and the results apparently displayed the damages most industriessuffered in the international trades. This paper mainly designed an informationwarning platform of TBT for Shenyang export and import which is with the helpof Shenyang Research Institute of Standards Information, Shenyang StandardInformation Network and modern computer technology. This platform will provideprofessional TBT information consultation services for the export and importenterprises in Shenyang by integrating TBT information resources at home andabroad, using the existing professional experiences and resources advantages,and the developing economics in Shenyang. So, the platform can improve theabilities of handling and self-protection for the enterprises in theinternational market competitions to gain the best society and economy effects.This platform includes three jobs as follows:(1) Demand analysis. This job solved the problems of feasibility study,economy and society effects estimation, business process arrangement and so on. (2) Overall design. This job designed the topological structure of the system,the interface of the network, the liking database and so on.(3) Detailed design. This job designed the workflow, data type, functiondefinition and so on in detail.The platform has the features of professional, practicability, timeless,pertinence, simplicity, aesthetics and so on.
