The Integral Construction Of Zhejiang Information Platform For Replying Techincal Barriers To Trade

Economic losses in the processes of export induced by technical barriers to trade have been increasing for recent years in Zhejiang province. All levels governments have been valuing the problem and making several measurements to cope with actively. It is found that information communication between governments, enterprises and scientific research institutions is not smooth. In fact, this is the main contradiction. The internet has many advantages including wider audiences, stronger interaction and lower costs. So, the effective approach for solving the main contradiction is to construct a public information platform with fully utilizing advantages of the internet.Based on this background and the practically needs, the paper investigates the situation of using information technology means in the field of coping with technical barriers to trade. And then, it analyzes the foundation, function and structure of the platform according to characteristics and requirements of dealing with technical barriers to trade in Zhejiang province. The final target is the design and development of a public information platform, to make information of standards and technical barriers to trade for share by governments, Information Service Organizations, research institutions and export enterprises.
