The army is a key force which keeps peace for the country.To maintain the fighting force,the army formulates strict military discipline,and sets strict management to every person in the troops.The army is demanded to come in at any moment and make a difference.The purpose of the management of the soldiers is to get fighting strength of the troops at any time,get where the absence people go,and strengthen the control of the soldiers.The personnel management of the army including personal information management,staffs check management,incumbent situation management and leaving application management.Traditional personnel management mainly relies on the paper document and written request for leave.The management regulations are strictly implemented by the military officer of basic unit.The problems of the traditional management methods are low efficiency,weak controlling of the outgoing people and the unclear of the basic unit fighting strength.To solve the problems mentioned above,this paper mainly researches on the electronization of the management businesses of the basic unit personnel management.Based on the deeply analysis of the management processes,the technics of RFID and the new network framework are studied,and the B/S based personnel management system which fits the needs of the army is built.The main contents of this article are:1.System needs analysis.Based on the realistic of the basic unit of the army,the key process of the management is analyzed.The functional and nonfunctional needs of the system are studied.2.System design.Based on the system needs analysis,the system designed is completed,which includes the design of system architecture,functional structure,network topology,database and security.3.System implementation.The programing environment is built;the RFID equipment and finger scanner are purchased and linked.Based on that,the functions of the system are realized,including remote naming,incumbent situation manangerment and leaving application management.4.System test.To ensure the stability of the delivered system,the system is tested from two aspects of functional and non-functional.The hidden errors of the system arerevealed and solved.The system is developed and implemented,which performance is stable.The management process is further standardized,and the efficiency of the management is higher.
