With the development of communication technology and the popularity of mobile terminals, video clips has rapidly occupied the Internet market with its "short, flat and fast" communication advantages, and the number of users has increased day by day, becoming a new enthusiasm for Internet content entrepreneurship. However, due to regulatory failures,interest-driven reasons, etc.,video clips have repeatedly stepped into the restricted area of content production, resulting in a series of information ethics anomie.Video clips APP users should bear the main responsibility of video clips content production and dissemination. To standardize the orderly development of the video clips industry, the key is to awaken the user's "self-discipline" consciousness, and the realization of individual self-discipline is closely related to its cognition and attitude. Therefore,It's necessary to understand the video clips app users' cognition ? attitude and behavioral responses towards ethical anomie. This study takes video clips APP users as the research object, using quantitative analysis and in-depth interview method, explore the false information, bad information, privacy and copyright violation of video clips APP users. The universal cognition, attitude(tolerance)and avoidance behavior of four types of ethical anomie, and attempts to explore the influence of age, education level, professional and media use experience on cognition and attitude. The study found that:(1)Video clips APP users believe that false information, copyright infringement, privacy violation, and bad information are common in Video clips APP,have high tolerance for these four types of problems, and the probability of actively avoiding the above ethical anomie in behavior is lower;(2)Gender has significant differences in the universal cognition and attitude of ethical anomie;(3)Education,age,and media use experience have significant influence on ethical attitudes;(4)The universal cognitionof Video clips APP users on the ethical anomie problem affects the ethical attitude;(5)The universal cognition of the Video clips APP users on the ethical anomie problem positively affects the use behavior;(6)The ethical attitude has no significant influence on the use behavior;(7)Ethical attitudes do not play a mediating role in the mechanism of ethical cognition affecting the use behavior. Therefore,in order to standardize the production of video clips content,it is necessary to strengthen external supervision, and strengthen the popularity of ethical normative knowledge and the intensity of education to guide video clips APP users to form a correct cognition and attitudes of information ethics.
