Study On The Application Of Value Engineering In The Universal Telecommunication Service Projects Of Xuzhou Mobile

Value Engineering is an innovative approach to improving the value of projects by analyzing the functions and costs of the products or service.It aims to achieve cost reduction and functional improvement through systematic methods and steps for the purpose of providing products or services that satisfy users.Therefore,it has an extraordinary significance in the management of construction projects.This paper takes the Universal Telecommunication Service(UTS)projects of Xuzhou Mobile as the research object and proves the necessity and feasibility of the application of Value Engineering in the UTS through theoretical research and case analysis.First of all,the practical significance of this research is illustrated by expounding the background,purpose,ideas,content and methods of the research.Then,the basic theories of Value Engineering and project management are systematically introduced to guide the follow-up research as the theoretical basis of this paper.Subsequently,combined with the general theoretical concept,the method and practice framework of Value Engineering of Xuzhou Mobile UTS projects are embodied.In the main part of the paper,the application of Value Engineering in the design and construction phase of UTS is studied in detail through cases.Finally,the paper summarizes the value and shortcomings of the application of Value Engineering in Xuzhou Mobile UTS projects and looks forward to the research direction in the later stage.The research in this paper demonstrates that Value Engineering can guide telecom operators to select the best design,improve product functions,propose improvement measures,reduce costs and increase product value and ultimately promote the economic benefits.
