Radio spectrum is the key strategic resource to build new competitive advantage of global information technology,scientific and technological innovation and economic development.The new round of technological revolution and industrial transformation will form a historical convergence with the development of human society.This paper proposes spectrum planning assistant decision-making system design scheme based on Dynamic Spectrum Allocation(DSA),and simulates actual scene for the white space application of FM spectrum broadcast band.This provides important reference value and significance for improving the transformation of existing static spectrum planning to dynamic spectrum planning,enhancing spectrum planning allocation efficiency and spectrum utilization rate.The main work of this paper can be summarized as follows:First,The current situation of two spectrum management methods,static spectrum authorization and dynamic spectrum planning,is analyzed and summarized.Two supporting technologies for white space spectrum detection technology and spectrum planning assistant decision-making are studied.Second,the design of the DSA-based spectrum planning assistant decision-making system is proposed.Meanwhile,free space propagation nodel,Egli propagation model of outdoor environment,and Longley-Rice propagation model under irregular terrain conditions of 87 MHz-108 MHz band are simulated.These works paved the way for the actual scene simulation.Third,based on the maximum transmission power threshold of white space device,using Visualyse simulation software,the registered FM broadcasting stations for Beijing regions are modeled and the scene is built up,further the dynamic spectrum allocation of white space in the 87 MHz?108 MHz band has been studied.In this paper,based on DSA a comprehensive study and research on the application of spectrum planning assisted decision-making technology is introduced,which provides useful information for establishing spectrum planning assistant decision-making system and improving spectrum utilization rate.
