With the rapid development of modern mobile communication services, radio wavepropagation simulation plays an increasingly important role in the process of interferenceanalysis and wireless network coverage and optimization. The radio wave propagationsimulation prediction with high accuracy and reliability is an important reference to theterrestrial radio network resource allocation. It also helps to avoid the waste of resources andmaximize the working performance. Therefore, the establishment of related radio wavepropagation model and the simulation of radio wave propagation have great significance todirect the terrestrial radio business.Based on the basic theory of radio wave propagation, aim at conducting the ground radioand television business and application of emergency communications. Considering thattropospheric atmosphere and clutter noise ratio because of radio wave irradiated to theground has great impact of electromagnetic propagation,the model of clutter noise ratio isestablished to do the simulation. This paper puts forward three kinds of typical air-groundradio wave propagation models: free space model, dual-path model and1546model. Thenedit corresponding program codes to simulate and get the curves of the relationship betweenthe distance and field strength. and establish typical radio wave propagation model intropospheric horizon.By comparing the three models’ simulation results with experimental data, at present,the VHF and UHF radio spectrum below three kilometers has developed as a standard byITU-R P.1546model. we compared the1546model with free space model and dual-pathmodel, and improved these models according to the contrastive results. We also observedwhether the1546model can be improved to applies ten kilometers height by comparing the1546model of ten kilometers and1546model of three kilometers.The simulation resultsshow that: the improved dual-path model meet the radio propagation law and it can used asradio wave propagation model in tropospheric horizon. In the end, we put forward radio wave propagation model in the clutter background and tropospheric horizon, then provide fieldintensity curves loss of the simulation model.
