With the development of the society, readers’ rights are paid more and more attention in the public library, as a service agency, public libraries should establish detailed policy to protect the rights of the users. The United States as the world’s most developed country on library undertaking, its policies about protecting library users’ rights have a great significance for reference to developing countries like China. This article selects The Capital Library, Shanghai library, Nanjing library, Zhongshan library, The library of Shandong Province and The library of Sichuan Province as the sample analysis object, because they are in a leading position and be representative in China; At the same time, in the United States, the New York public library, the Boston public library, the Seattle public library, the San Francisco public library, The Los Angeles Public Library Public Library and the Cleveland public library are also in the leading position, so we choose those American public libraries as sample analysis objects.The author mainly takes use of the method of site investigation to analyze users’ rights policy of public library between the two countries.First of all, This paper explores the selected topic background and the selected topic significance, and the article also makes a statistical analysis on domestic and foreign latest research status of the public library users’ rights. Meanwhile, the author introduces the research method and innovation of this paper. Secondly, this paper makes specific expression about the origin and development of public library users’ rights and the related concept. Then the paper compares the public library between China and the United States on Information rights policy、The time use rights policy、Borrowing rights policy、Security rights policy、Privacy rights policy、Education and training right policy、Right to respect policy、Donations and service rights policy、Space and equipment use rights policy. After then, the paper analyses the advantages and disadvantages of public library users’ rights policy between Chinese and the United States, which specifically includes gains and losses of users’ right policy of domestic public libraries and highlights of American public library user rights policy. Finally, the paper gives advice on improving the user rights policy of domestic public libraries.
