Over the past decade and more since the promulgation of the outline,the application and protection of intellectual property rights in China have been significantly improved,playing an important role in promoting social and economic development and stability.It is known that the number of invention patents in China increased from 96,000 in 2007 to 1.365 million in 2017,which means the continuous improvement of domestic intellectual property creation level.In just ten years,the number of first instance cases of patent rights has increased from 22,000 cases in 2007 to more than 200,000 cases in 2017.The state intellectual property office has also successively established such institutions as intellectual property courts,specialized intellectual property courts and intellectual property arbitration centers.It can be said that the protection of intellectual property rights in China is also increasing.With the increase of invention patents in China,the level of domestic intellectual property increases and the intensity of protection increases,and the demand for patent agency services such as patent registration,patent application,patent litigation,patent reexamination and patent invalidation also increases by several times.Especially for foreign patent agency business,it is necessary to face the differences in culture,language,methods and methods between different countries.At present,most patent agencies still use the traditional manual input method.This method has high error rate,high labor cost and long completion cycle,which seriously damages the vital interests of customers.This project aims to solve the above problems by establishing a patent agency bill generation system.It can not only convenient format generated bills,more to the point will all bills to manage information form,all the working process of the participants can share information,real-time and back in the query,the changes in the monitoring system at any time,greatly improving the degree of information management,also lay the foundation for the subsequent financial informationization work.
