Research On Intellectual Property Management Of Information Resources Digital Projects

With the development of digital technology and network technology, digital information resources present the trends of massive growing, while the intellectual property issues on digital information resources have seriously impeded the implementation of information resources digitization projects. The impacts of intellectual property on digitization projects are mainly in two aspects:the first one is property license, which is the permission of the rights holders before the information resources digitization and publication; the second one is property protection, which is that the rights of the rights holders and the digitization project implementers in the digital publishing process must be protected.The main life cycle stages in the digitization projects includes several aspects:project planning, digital contents selecting, digital producing, publishing and preserving. And the primary intellectual property problems in these projects are property license and property protection.Property license occurs before the digital producting stage and property protection is implemented on the digital publishing stage. Property license is the prerequisite of property protection which is the requirement of the property license accordingly.The paper maily researches on the property license in the digitization production stage and property protection in the digital resources publishing stage during the life cycle of the information resources digitizatin projects and specificly summarizes the procedures of the property license on the information resources and the legislation technology ways of the property protection.The paper is divided into five parts:Part I:Introduction. The chapter discusses the origins, significances, research status, research methods and innovations of the topic.Part II:Overview on the intellectual property of information resources digitization project. The chapter firstly introduces the related concepts of the information resources digitization, then analyzes the life cycle of digitization projects and the intellectual property issues, finally specificlly points out the intellectual property problems involved in the digitation process. Part III:Property license in the information resources digitization projects. The chapter analyzes the steps of property license in the information resources digitization projects mainly in two ways:the principles and the license methods. In order to understand the contents, the chaper also analyzes some cases about the authority of some kinds of document resources.Part IV: Property protection in the information resources digitization projects. This chapter discusses the typical types of property protection:the legislation and the technology. The legislation includes publishing property rights statements on the digital resources sites, disclaiming, linking policy, usage support, privacy protection.
