Research On Organizing And Management Mechanism Of Government Data Assets

With the advent of the information era and the continuous development of the information society,data and information,as a key strategic resource,the value of which showed a rapid trend of rise.In early 21 st century,an American management scientist Tom Peters proposed that "An organization that does not recognize the position of managing data and information as important as managing tangible assets cannot survive in the new economic era." Up to now,strategic value of data had been widely recognized by a great number of firms.Therefore,government,as the institution for social management,the capacity for data management of which was one of the important standards to measure the level of economic and social development of a region.The data and information resources managed by government has become larger and larger over time,at the same time,the responsibility of the relevant department which controls the data has shifted from simply collating data to effectively organizing and tapping the value of data.When it comes to the value of data,the concept of data assets has come into our view,gradually replacing the common data resource terms.Here comes the question,how should the government manage the government data assets,which are owned or controlled by the government as beneficial digital resources.This paper took the government data assets of China as the research object,and used the methods of literature research,comparative research and semantic description to plan and design the organization and management mechanism of government data assets.This paper started from the perspective of the identification of data assets,organized the complicated government data assets and established a relatively complete management mechanism,thus ensured the completeness of government data assets related organizational management research.The core points of the research were from the following aspects:Firstly,a metadata schema for government data asset organization was established to achieve a government data asset organization at fundamental level.The proposal of the metadata solution of government data assets mainly based on the study of foreign advanced metadata standards,analysis and comparison of domestic representative government resources description metadata specifications,and comparison and reference of the government-oriented data assets.Secondly,in order to realize the ontology of the organization of government data assets at a more complex level,after analyzing the knowledge structure in the field of government data assets,four core types,including government data,data types,controlled sectors and value ratings were identified.What's more,through the establishment of the relationship between data and data,data and controlled departments,data and authority,data and value,the ontology model of government data assets is constructed.Finally,the validity and feasibility of the method were verified by an example.Thirdly,this paper proposed a management mechanism to ensure the effective implementation of the organization work from the aspects of the personnel involved in the organization work,content and normative system.Accordingly,three mechanisms,which were the organization of personnel accusation mechanism,data content supervision mechanism and management of the specification guarantee mechanism,were formatted.In conclusion,based on the detailed research and discussion of the three core aspects above,this paper solved the problems including what do the government's data assets include,how to effectively organize government data assets through scientific methods to solve the currently difficult points and improve the value of government data assets,and how to manage and coordinate the relationship between government data assets and related personnel.As a result,it went deeper into the research on the organization of data assets,and broadened the content of government data asset management research,which had both research significance and practical value.
