Research On The Boundary Of National Archives' Archival Business Outsourcing

The outsourcing of archives business is an important way for the National Archives to resolve the contradictions between its heavy business and the increasing demand for social archives.However,not all archival businesses are suitable for outsourcing.It is necessary to define the boundaries of the outsourcing of the archives business of the National Archives.It is clear under what circumstances can be outsourced and under what circumstances cannot be outsourced to maximize the benefits of archival outsourcing.The boundary elements of the archives business of the National Archives include three aspects: security boundary,cost boundary and legal boundary.Based on the research on the theoretical and practical basis of archival outsourcing,the content and necessity and definition criteria of security boundary,cost boundary and legal boundary are deeply studied.The content of security boundary includes two aspects: archive entity and information security,which are defined by the situation of archive entity and content,the security service level of outsourcing companies,and the situation of outsourcing staff and outsourcing sites.The content of cost boundary includes time cost and outlay cost,which are defined according to the business volume of archives,the stipulated completion time of archives business,the required time for the completion of archives business and the required funds for the completion of archives business.The content of legal boundary includes relevant laws,regulations and standards of archive work,which are defined by the legitimacy of outsourcing of archive business,the legitimacy of qualifications and qualifications of outsourcing companies and the legitimacy of outsourcing procedures of archive business.Finally,according to the definition standards of the three boundary elements,the definition methods of the outsourcing boundary of national archives,and evaluates the three boundaries from the perspectives of security,cost and law are separately evaluated to determine the final outsourcing implementation plan.
