It is more convenience for us to use IT daily life and IT makes the office automation and paperless come true. IT has been applied to every profession there is no exception in the field of archives. Nowadays, it is the primary task of the archive organizations to accelerate the construction of information of archives. As the key link of the construction of archives informatization. archival digitization is urgent particularly. Archive institutions need to work out archive digitization in a short time. However, there are many problems that need to figure out when archive institutions work individually. Many archive institutions choose outsourcing because of the lack of human resource, material resources, technology and the cost. Outsource companies have sufficient human resources, all kinds of equipment needed in the process of digitization and information technology. Archives outsourcing companies treat digitization as its core business and strengthen the technology management and innovation constantly to own the core competitiveness. The outsourcing companies have more and more experience with the increase in outsourcing business. Thus, its professional level is increasingly high and its business objects turn to government departments from a number of small businesses. The range of outsourcing is becoming more and more wide. Archives digitization outsourcing exist not only in big cities, such as Beijing, Shanghai, Guangzhou, but also in middle and small cities in Anhui province. Every archive institution solved their problem in the construction of archives informatization by outsourcing. However, in the process of outsourcing, there are still some problems existed because of the special characteristic of archives and different business purposes between and archives sector outsourcing companies and different versions of standards. Archive institution faced different kinds of problems when it comes to specific work Therefore, taking archives digitization outsourcing of government department in Hefei as example.this paper analyzed the problems in the process of outsourcing and propose some solutions in connection with these problems based on in-depth investigation.Archives digitization outsourcing came out late and is not yet mature. The digitization outsourcing have a great influence on quality of construction of archives information directly. As a result, it is very meaningful and important for us to have a research on archives digitization. We can find some problems and have a discussion to figure out solutions center on them which is very important for improving the quality of archives digitization outsourcing and carrying out the construction of archival information efficiently. Firstly, the article defined the concept of archives digitization outsourcing and introduces the characteristics, patterns, necessity and feasibility of archives digitization outsourcing. Then focus on the situation of archives digitization outsourcing in Hefei government department and have a investigation and analysis on it. There are three cases of archives digitization outsourcing in this paper in total which are people’s procuratorate project in shushan district, human resource market project in development area of Hefei and city construction bureau project in development area of Hefei. This paper research widely which contents the general overview of these outsourcing projects, management of outsourcing process and the situation in checking before acceptance in the form of interviews and questionnaire. I found that Government department in Hefei had some experience in the process of archives digitization outsourcing based on personal practice and the result of research. For example, well-qualified and experienced outsourcing companies were opted to response outsourcing business by archive institutions. Work space for outsourcing was reserved near archive rooms which made it convenient for workers. Specialized archivist were opted to manage in the process of outsourcing. There were also some training for outsourcing staff to improve their work skills. There were some problems in the same time. For example, firstly, archivists failed to supervise and manage effectively for various reasons. Secondly, the professional skill of outsourced staff was quite low. Thirdly, archive information security and physical security can not be guaranteed in the process of digitization. Fourthly, outsourcing companies and archive institutions had difficulties in communication. Lastly, the abilities of learning and innovation were weakened because of outsourcing.To solve the problems above, this paper puts forward corresponding countermeasures. The following section was considered to improve the quality of outsourcing. It can be carried out from the following aspects. First of all, archive institution should strengthen the supervision and management of outsourced staffs effectively and bring to bear on function of archivists fully. Secondly, archive institution should carry out training on archive management theory regularly, to enhance their operational capacity. Thirdly, archive institution should keep archive in as secrecy to ensure the safety of archives. Fourthly, archives department and outsourcing companies, should communicate effectively and frequently to make work efficiency. At last, archive institution can improve the abilities of learning and innovation of archivists by training.
