Research On Risk Prevention Of Archives Outsourcing

With the development of social economy and the continuous refinement of social division of labor,various professional service companies have emerged in the market to solve various professional problems,and archival business outsourcing has also arisen in China.At the beginning of the rise,the feasibility study on file outsourcing emerged one after another.Some scholars believe that there is a need for existence,and some scholars hold opposing opinions.In recent years,due to the shortage of archivists or the need to improve core competitiveness,or due to restrictions on their own conditions,archival business outsourcing has been increasing,and it has gradually been accepted by file management departments and enterprises.However,with the continuous development of business outsourcing practices,research on the risk prevention of archival business outsourcing is particularly important.At present,China has issued a series of related laws,regulations and standards to guide the development of file outsourcing business,in order to promote the smooth implementation of file outsourcing.However,in practice,due to the different priorities and contents of each stage,the risk prevention of archival business outsourcing is different.This paper starts with the various implementation stages of archival business outsourcing,focuses on analyzing the possible risks at each stage,and proposes targeted risk prevention measures.The article is divided into six parts.The first part is the introduction,which mainly introduces the research background,research purpose and significance of the outsourcing risk of archives business,the research status at home and abroad,the research content,research ideas and methods,and summarizes the research features and innovations of this paper.The second part is an overview of the outsourcing of archives business,mainly introducing the meaning and type of outsourcing of archives business.The third part is the analysis of the effectiveness of outsourcing of archives business.The fourth part is the risk of outsourcing of archives business.Mainly from the process of business outsourcing,it puts forward four specific business implementation links,including the preliminary preparation stage,the selection stage of the outsourcer,the outsourcing implementation stage and the later acceptance and maintenance stage,and conducts risk analysis for each link and summarizes the outsourcing.Scope selection risk,entity and information security risk,information asymmetry risk,quality risk,standard inconsistency and follow-up service risk.The fifth part is the prevention of the risk of outsourcing of archives business.It is to propose targeted evasive measures for risks arising at various stages,such as clarifying core business,improving the quality of employees,improving industry entry barriers,and strengthening the qualification management of outsourcing companies.The sixth part is the conclusion,summarizing the full text.It affirmed the development of archival business outsourcing practice,and pointed out the necessity of archival business outsourcing risk prevention and the prospect of China's archival outsourcing practice development under the efforts of all walks of life.
