Science and technology are the primary productive forces.Analysis,evaluation and decision support are crucial to the formulation and implementation of science and technology policies,and play an important role in the sustainability of national innovation capabilities.However,the current lack of policy evidence chain and dynamic evaluation in the field of science and technology policy analysis.Therefore,this paper proposes a quantitative analysis model of science and technology policy based on probabilistic topic model and evidence chain generation and effect evaluation model.Traditional science and technology policy analysis only focuses on a single quantitative analysis or a single qualitative analysis,and often does not consider the internal text of the policy itself,and cannot analyze the science and technology policy on a large scale.The quantitative analysis model of science and technology policy proposed in this paper analyzes the external attributes of policy documents and the internal semantics of policies,and uses the policy literature measurement method and the topic model respectively.It can judge the policy stage,identify the cooperation mode and clear the distribution of the theme,and compare them.Good experimental results.In the traditional evaluation and decision-making of science and technology policy,most scholars' research does not consider the time series support and dependence between evidence and evidence.At this stage,no scholars have used the evidence chain to analyze science and technology policies.This will inevitably undermine the relationship between the evidence in the analysis of science and technology policy,and thus affect the accuracy and comprehensiveness of the analysis of science and technology policy.Based on the concept of "evidence" in evidence theory and the concept of "evidence" in evidence-based decision making,this paper moves the different stages of life cycle theory into the evidence chain of the impact of science and technology policy,and forms a set of support decision evaluation in time series.The complete chain of evidence and the concept of evidence is extended to the field of science and technology policy,science and technology policy research,and science and technology policy evaluation.Comprehensive analysis can be concluded that China's science and technology policy for cancer prevention in 2000 has greatly promoted the cancer and pharmaceutical industry in China.
