people's social life.The Internet has stood on the stage of social development.However,the foundation of good and sustainable development of internet is a broadband project timely,effective and reasonable construction.Broadband project construction compared with the traditional project construction,it is behind the more units,human,material and other coordinated operation,and regional wide also makes the coordinated construction of broadband project construction more unique and innovative.The more risks faced.Therefore,it needs an effective means to manage the project process in order to effectively control the project process such as time,cost,human,material,risk and other factors.Project management research and application has been in many different areas of the project activities highlight the advantages of their own,bringing the obvious economic effects;However,the application and research of project management in broadband projects are not many.The application of project management to broadband projects will effectively solve and control the problems and risks in broadband projects.Based on the nine major knowledge fields of project management,five major processes and three constraints theory,this paper combines the outstanding characteristics of broadband projects,and focuses on the project management system from the aspects of organizational is the basis for quality management.The quality of products(including services)must be controlled by a series of standards to control and guide the whole process of design,production and
