With the implementation of the state's Guideline on Accelerating the Establishment of Modernized Public Cultural Service System,the development of cultural undertakings began to receive more and more attention gradually.The development of the facilities for public cultural service,such as public libraries,will become the epitome of its rapid development era.Recent updates,in particular,the Public Library Law enacted in 2017,has not only clarified the responsibilities and positioning of libraries,but also revealed: the functions of data collection,organization,and storage for reference literature and texts in public libraries;the functions of public inquiry and borrowing;as well as the functions of promoting,guiding,and serving nationwide reading initiative to perform its social education obligation.Therefore,local governments constantly increase their input in the construction of literary resources in public libraries,and the funds for libraries at all levels have increased significantly.However,relative to the increasing personnel costs and special funds,the shortage of book-purchasing funds has remained unchanged for many years.The shortage of book-purchasing funds has become a significant problem that restricts the development of libraries.Following the introduction of this issue,the main themes that are in urgent need of investigation would be how to make more efficient use of book-purchasing funds,give full play to the maximum efficiency of the said funds,and maximize its benefits.On the one hand,as a provincial-level infrastructure,Henan Provincial Library act as role-models to the development of other public libraries within the province.On the other hand,as the province's most secure literature archiving center,the provincial library is expected to perform the key task of guaranteeing the availability of reference resources for the entire province.This research was developed from the following two outsets: the status of the existing literature collections in the provincial library,and the allocation of the book-purchasing funds.First of all,data on the allocation and circulation of the existing literature collections,as well as those on the allocation of book-purchasing funds and book distribution,were collected and studied through statistical analysis.The structural proportion of the existing library collections and the allocation proportion of book-purchasing funds were then compared to explain the necessity of the investigation on the allocation of bookpurchasing funds.On this context,questionnaires were then designed,distributed,and collected back for study.A professional survey on all working staff was conducted,and the research was carried out from several aspects,such as funds satisfaction,proportion based on literature genres,and status of special library collections,etc.,in order to understand,from the professional opinions of the employees,as to what should be focused by Henan Provincial Library in terms of both the library collection structure and the book procurement process..Through the analysis of the new library collection structure and proportion of book-purchasing,a new plan of fund allocation was eventually worked out to shed light on the potential development direction for Henan Provincial Library.Finally,based on survey results,indirect reasons for the current situation were summarized and analyzed,after which the corresponding suggestions were put forward,e.g.,establishing an effective management mechanism for book-purchasing,optimizing the allocation scheme of book-purchasing funds,developing new sources of funds,optimizing the library collection structure,and strengthening the functions of literature resource guarantee center,etc.To some extent,this research can help libraries to understand its library collection structure and to optimize it in the future.
