In recent years, the comprehensive development of the rural areas is placed high on the agenda of both local and central government. A growing number of grant and policy support have become a driving force to rural residents, which pave the way for a further rural reform. Yet the fact that there are an evident lag between the original plan and actual operation, such as misappropriation during allocation, is discoursing, which have a negative effect to the conduct of the "three rural". How to supervise and regulate the application these grants is an important step in the process of rural reform. In order to solving these problems discussed above, an agriculture funds supervision platform is designed in this paper, supervising application, disbursement, collection, bidding, actual utilization of these funds, to realize the standard management in agricultural funds.Under the guidance of software engineering thinking, object-oriented technology is applied to the analysis and design and implementation. A brief description about the present situation and the development of agricultural funds supervision systems has been given in the first part of this paper. The main body words the new system in details: the capture of requirements, the introduction about main function modules(such as projects and funds management, basic data, comparison of sums, funds warning, document flow, query, and menu management). The analysis on requirements processing(both functional and nonfunctional included). Introduction of other important related, designs, charts.(system architecture design, security design, database design.) UML diagrams are given in the design of a detail functional; CDM and PDM are given in the database design. In addition, the specific implementation process of some functional and key technologies have been described in detail. In order to match the Discipline Inspection’s needs, client which could match Android has been developed in the agriculture funds supervision system. Finally, the results of the system testing are also described.
