| In recent years,with the further development of Skynet project video surveillance construction,Harbin municipal government has invested in the construction of 10,000 video surveillance points for public parts,more than 1200 intelligent vehicle grabs,and more than 300 face recognition surveillance cameras.Social units built their own monitoring of up to 300,000.As an important part of modern cities and intelligent cities,urban video surveillance system has become an important carrier and approach for urban macro management and decision-making.At the same time,with the rapid development of intelligent and structured cameras,the public security organs have a large amount of video data through the acquisition of surveillance cameras.How to effectively manage these monitoring equipment and maximize the application of video data to make it more effective to serve the society has become a new topic in urban management.In the practical application,the function of the existing monitoring and operation platform is single,the integration level is not high,so the police still stay in the application of the basic operations such as video collection and watching video.Video processing,target extraction,video comparison and other functional modules are not perfect,difficult to use,affecting work efficiency,but also resulting in a waste of human resources.In 2015,the Ministry of Public Security issued "opinions on further strengthening the Application of Video Image and Information in Public Security organs throughout the country",explicitly demanding that local public security organs should speed up the construction of a comprehensive application system for video images and information.The integrated application of video image information integrated service platform and video image information database is constructed to accelerate the application of vehicle identification,behavior analysis,human image comparison,target screening and other technologies in video surveillance system.To this end,starting in 2017,Harbin plans to build a citywide video and image networking application platform in accordance with the relevant requirements of the state and provinces,and has set up a platform development planning technical team to study the planning and implementation of this project.I participated in the construction of this project.Harbin video image networking application platform is a highly integrated system platform construction project,which uses cloud architecture to design,integrates video networking integration,equipment management,resource integration,image processing tool set.Video big data comparison and analysis,face and license plate recognition,based on the police geographic information system track tracking and point tagging functional modules,platform construction completed,can achieve the integration of all units of the cityundefineds video network,real-time retrieval,The functions of viewing and downloading historical images,selecting and searching points on maps,license plate recognition and information retrieval,image comparison,uploading,storing and analyzing video images,etc.For the future public security work and even Harbin city management to provide more powerful video information technology support. |
