The Design And Implementation Of The Platform For The Panzhihua Public Security Intelligence System Video Monitoring

With the increase of urban public safety requirements and the continuous strengthening of relevant management awareness, urban management in our country has gradually introduced the urban intelligent security system,and the system has got considerable progress in the technical and practical applications. Especially, the public security system is becoming more and more widely used in video surveillance, and the video surveillance plays a very important role in public security, traffic, city management and so on. It is irreplaceable in terms of ilegal behavior of the record, the provision of clues to solve the case, public areas and activities monitoring, emergency command, etc. With expansion of urban population, in recent years, social security, traffic control and other issues of Panzhihua has been showing. The monitoring equipment of the original public security system has been unable to meet the actual needs, so Panzhihua city is badly in need of research and development to build a new public security intelligence system video surveillance platform.We have designed a new public security intelligence system video surveillance platform, that in response to a request from Panzhihua Public Security Bureau. The main contents of the platform are construction of city Skynet(video surveillance) and intelligent transportation(Public Security bayonet, electronic police, dynamic illegal capture),and the platform integrated video surveillance resources that public security has been self-built, as well as gradually access to social monitoring resources, the formation of the city’s smart monitoring platform covering the city. Panzhihua intelligent public security system video surveillance platform has been constructed in accordance with the concept of service oriented architecture. The platform software adopts distributed system design, each function module is relatively independent, and the interface between the modules and the signaling interaction form a unified whole. The platform database is developed using Oracle database software. This thesis follows the software project development requirements, and carries out Demand analysis, general design, detailed design, etc, also studies in detail the achievement of the platform for the public security intelligence system video monitoring in Panzhihua city.This thesis specific analysis and design the panzhihua public security video monitoring system platform of database,basic business module, extended application module, human interface module, interface and protocol, face detection system, specific analysis and design of auxiliary monitoring module and so on, and designs a series of methods for public security intelligence system video monitoring platform finally. This thesis made flowchart showing for user management, resource management, video patrols, video playback, capture function, alarm processing, face recognition and other key functions and modules.The platform for the public security intelligence system video monitoring in Panzhihua city can implement effectivly the visual control to the key areas and remote for capturing traffic violations of the forensics, and improve the detection ability of various kinds of accidents.
