As China's overall strength and the level of national income rise, the number of motor vehicles grows rapidly; accelerating the pace of road construction, the country is improving the level of urbanization, the conflict of traffic management status and needs is gradually apparent. Especially as the accident or driving along the highway to escape after committing the crime, robbery of motor vehicles, driving and other traffic-related violation of criminal and security cases are increasing every year. In response to these problems, the Ministry has been carrying out activities to create a safe road and implement smooth project, which aims to improve traffic management, to adapt to China's modernization needs. Over the years, The vehicle image capture, license plate number recognition, surveillance for the purpose of the security alarm system , for the public security department bayonet trace stealing vehicles, deck vehicles, accident vehicles and arrest suspects, play a major role. The traditional police bayonet Screen control system for monitoring the clarity of goals, monitoring the scope of the examination room, efficiency and other functions are not very good on the highlights of traffic to solve the contradictions of contemporary needs, and major research institutions present the corresponding security HD bayonet Screen control systems. Actually it shows that the proposed system can effectively solve the above highlights of traffic conflicts.The construction of Huzhou city police mount video surveillance system includes the construction of the access point of security monitoring, the construction of public security monitoring platform and the construction of integrated transport network. At present, Huzhou transmission network can cover the basic mount video surveillance system's needs, therefore, the main consideration of this project includes the design of security access control point and the design of monitoring platform integration. The design of security access control points includes the design of the front of the camera placement, the transmission from front mount video surveillance data collected by monitoring through the encoder to nearest network access points, the video surveillance data storage of part of the monitoring points. Itegrated design of monitoring platform features includes the storage and distribution of image signals, mutual transmission of analog image and digital image, the analysis and processing of monitoring data, the integration of monitoring center platform, the storage and send of the image signal.This paper briefly describes the current state of public order situation, analyzing the existing security system construction status of various types of bayonet and pointing out the deficiencies of the existing system's bayonet. On this basis, this paper is mainly responsible for the design of public security bayonet system, the design and the implementation (Part III of this paper) of architecture. For example, system design principles, the overall system architecture (front-end capture systems, storage design, network system design, etc.), some features of the design and implementation (motor vehicle records check, driving record check of non-motorized vehicles, vehicle surveillance, real-time alarm, etc.). Through this paper the design and some of the features, High-definition video surveillance security, for the future expansion of system functions , provides a theoretical and practical basis.
