With the advent of the new era,environmental issues have become increasingly prominent.Through media reports,issues such as "white pollution","haze" and"water pollution" havebeen familiar to the public,and environmental issues are receiving more and more attention from the government and the people.The work of the environmental protection department is gradually increasing.However,the traditional environmental protection methods are relatively lagging behind.The environmental protection departments do not have a set of standard law enforcement standards.The law enforcement work is relatively imperfect and not standardized.In the daily work,a large number of tickets,statements,official documents and other information are generated.Therefore,the work mode relies on manual and manpower to deal with various environmental problems and cannot adapt to the current situation.Moreover,the business process of environmental protection work has become more and more complicated in recent years.It is not enough to rely on the traditional work mode to efficiently complete the various tasks of environmental protection,and cannot meet the needs of current key law enforcement work.Computer technology and information technology are effective means to solve the above-mentioned environmental protection dilemmas.The environmental monitoring and law enforcement system implemented in this paper uses mobile communication technology,environmental management special database,geographic information system GIS and other technologies to realize information technology such as dynamic data collection,standard setting,and record query.The environmental monitoring enforcement system enables mobile law enforcement,law enforcement process control,and geo-grid monitoring.Responding to the country's overall requirements for environmental information,further strengthen environmental mobile law enforcement capabilities and improve law enforcement effectiveness.The pollution source base database and GIS system were used to realize the full coverage responsibility system for environmental monitoring grid management,and the regional recognition of environmental protection supervision responsibility was strengthened.Real-time grasp of the on-site law enforcement situation and investigation process of environmental violation cases,analyze the handling situation and processing efficiency of environmental violation cases,and gradually standardize and refine the control of business management processes.In this paper,the system requirements analysis,system design,system implementation and testing are carried out on the environmental supervision and law enforcement system according to the software engineering method.The environmental monitoring and enforcement system adopts.Net technology development,C#programming language,and adopts a service-oriented(SOA)-based overall architecture.The database uses SQL Server 2008 R2 database.The handheld mobile terminal isdeveloped using the JDK+ECLIPSE+ANDROID SDK+ANDROID virtual machine.Through systematic means,the system comprehensively and in real-time grasps the on-site law enforcement situation and investigation process of environmental protection departments in environmental violation cases,provides information technology support to improve the processing capacity of environmental law enforcement work,standardizes law enforcement behaviors,and promotes law enforcement,clean and efficient law enforcement.After the system is put into use,it has been proved that the stability,reliability and safety of the system have been greatly improved,and it has also played an auxiliary role in the decision-making of the government environmental protection department.
