Along with the fast development of urban construction of Huiyang Distri ct of Huizhou C ity, the conflict between economic and social development andlimitation of resources and environment becomes increasingly prominent. Henc e, it puts forward higher requirements on environmental protection and regulati on, focuses on the deep development of the comprehensive treatment proje ct of“Two Rivers and Four Banks” in Huiyang District, and ensures that the result s of comprehensive treatment project of “Two Rivers and Four Banks” become important aspect of environmental regulation activities of Huiyang District Env ironmental Protection Agency.The article firstly analyzes and studies the actual situation of domestic an d foreign mobile GIS technology application, clarifies the feasibility of engagin g mobile GIS technology into ecological law-enforcement, analyzes systematic t echnological implementation details by deep study, and puts forward the Java Web platform-based back-end surveillance system which processes authorization and issuance process and integrates Arc GIS for Server for map basic data ser vice. Meanwhile, the Android mobile platform-based front-end law enforcement system processes law enforcement operation process, stores data in common d atabase Oracle, and serves for storage of monitoring report information, case in formation and geographic basic data. The daily imple mentation operation of the based front-end law enforcement system achieves real-time data interaction wit h back-end surveillance system by the communication interface offered by Web Service, and takes advantage of mobile GIS map for end law enforcement acti vities based on the Arc GIS for Server service support platform. Concerning the path planning and correction of the system, it focuses on the analysis on Dijk stra algorithm and map matching algorithm and their proper integration. Eventu ally, it performs performance test andfunctional test for each part of the system.And the data analysis on test quality report indicates that the demand of desi gn and practice is met. It can achieve the comprehensive operation process of ecological law enforcement, and implement task management, in-situ enforceme nt, path planning, mobile GIS map search, pollution source management and p ollution statistics, etc.The Huiyang Ecological Regulatory Enforcement System takes advantage of the proper integration of Android mob ile terminal platform and GIS geograp hic information system, reinforces officers' ecological law enforcement ability a s well as improve the ecological enforcement efficiency by informative measure s; Meanwhile, it integrates with back-end data service platform adequately to e nhance the supervision of officers' enforcement transparency, and normalize the fairness and justice of enforcement activities. At present, the system has beenformally deployed and used. It runs soundly, offers user-friendly and intuitive operation interface, and obtains good application effects.
