At present,the government management has gradually combined with information technology to realize the new mode of Internet + government.However,in the current field of government data exchange,there are some shortcomings,e.g.inconsistencies in basic information coding rules,diversity of technical system and incomplete data sharing.These issues result in low efficiency of government affairs and data chaos.Therefore,it is necessary to establish a data center that takes responsibility for collecting,storing,cleaning and transforming data,and maintaining a unified basic information base to standardize coding standards based on the actual needs of government affairs.It can integrate data resources of other business systems and department systems.It also provide data interface services in order to support developer calls to other systems and implement data sharing mechanism and establishes a unified government data exchange platform that fully integrates government data resources and manages the data of multi-level government departments.The government data exchange platform adopts the SOA architecture,and is realized based on the Web Service related technology.It enables loosely coupling and independent deployment between services and provides good scalability and flexibility for the data exchange platform.The platform uses workflow technology to abstract the various concepts of administrative workflow into workflow corresponding technology,and simplifies the data filling,personnel audit and data archiving in government business.It solves the problem of centralized storage of data by using the HDFS provided by Hadoop.Map Reduce is used to define the rules for data cleaning and transformation,and to complete the conversion of raw data collected and the standard data.The data exchange interface realizes the security authorization mechanism.It can control interfaces the frequency,time,function module of caller invokes.It is used to guarantee the stability of the data interface and avoid security attacks.The platform adopts the security mechanism based on the role assignment user's permission to ensure the security of the user's account.The Swagger framework provides interface document automatic generation and online interface test function for data exchange platform,which can automatically adapt to the changes of data interface,simplify test work and accelerate development progress.This paper describes the government data exchange platform from the demand analysis,the outline design,the detailed design and the implementation based on the standard software engineering process.The system can finish the normal data exchange demand and the various performance indicators is normal after functional testing,performance testing,security testing,installation and deployment of platform.It can resist common security attacks.Government affairs were solved by use data exchange platform for data exchange areas do not match the encoding rules exist,diversified technology system,such problems as incomplete data sharing.It standardizes the process of data exchange work and integrate the data resources in order to provide data support for the construction of e-government applications other.It also improved the efficiency of administrative work.
