Academic journals are the platform for the exchange of academic achievements, and theimprovement of academic level and technological development is inseparable from the support and guidance of academic journals. The rapid development of information technology has led to the continuous emergence of information dissemination methods. The market for traditional academic journals is under challenge,at the same time the industry organization issues have aroused wide attention of domestic and foreign scholars. However,in the background of continuous strengthening of the certification function of academic journals, the academic evaluation system of judging the quality of papers based on the grade of academic journals published by the paper has infiltrated into every part of the scientific research fields such as project application, professional title assessment and education resource allocation. At this time,it is particularly important that the quality of papers and journals reaches assortative matching. As the main submission cost of author, the delay for publication of articles plays an important role to the author's behavior. The delay for publication of articles will improve the matching efficiency in the academic journal market.Firstly, the mathematical model was constructed in the presence of noise during the manuscript review process to study the effect of the delay for publication of articles on the matching efficiency of publication. In the model, the delay for publication of articles was regarded as the main submission cost of author.According to the equilibrium results of the comprehensive journals and the author's strategic behavior,it shows that the author of general quality paper has enhanced the incentive of strategic delivery to high quality journals when the delay for publication of articles is short, and there is a certain probability of being published. When the delay for publication of articles is long, the author cautiously chooses the submitted journal. The self-selection process of the author's submission will make the quality of the paper stratify.High-quality articles will select high-quality journals, which can improve the matching efficiency of academic journal market.Secondly,two-way fixed-effects test was conducted based on the above conclusions. The index of efficiency of matching between journals and papers was constructed as the explanatory variable.Twenty-two journals with the date of receipt in Chinese economic CSSCI journals in 2009-2015 were used as the research samples. From the four aspects of whole samples, median subsamples, organizerdifferences and journal quality differences four aspects,it examined systematically the effect of delay for publication of articles on market match efficiency of academic journals.According to regression results of both the total sample and the median sample, the study finds that the delay for publication of articles significantly improves the matching efficiency of the academic journal market in the economics journal market.Compared with the local Academy of Social Sciences, the delay for publication of articles has a more significant impact on the matching efficiency of academic journals in college-sponsored professional journals.Further classification of journal quality, the effect of the delay for publication of articles on the improvement of matching efficiency was more significant in the lower quality journals compared with the top journals. Finally, this study presents recommendations: Improve the relative difficulty of the publication of high-quality journals, reduce the degree of information asymmetry among academic journal market participants, and improve the matching efficiency of academic journals from the authors' submission stage and the review stage.Using the information technology,we can promote the publishing efficiency of academic journals and improve the existing academic evaluation mechanism to establish an evaluation system based on the quality of the paper.
