National policy plays a vital role to the agriculture,the development of rural areas and the livelihoods of subsistence farmers,while the development of countryside is of much importance to the whole picture of Xinjiang.In this paper,Kuche County is the main study object.The status of media usage among local residents and media contact of policy information is analyzed through questionnaire and intensive interviews,besides which,the spread effect of economic policies,educational policies,medical policies and cultural policies is also analyzed through three different dimensions: awareness rate,cognition degree,and the changes of local attitudes and behaviors.With the challenges and problems during the process of spreading on policy information in Kuche County,this research aims to offer some proposals on policy information reform in rural areas.The research suggests that Kuche County has a good spread effect on all three dimensions(awareness rate,cognition degree,and the changes of local behaviors).To be specific,the average awareness rate of seven different policies reaches as high as 84.5%,and the average cognition degree of six policies is higher than 3.However,the depth of spread effect is relatively weaker than the width.The research also shows that local residents comment positively on agricultural policy information and are capable of using some pieces of policy information properly and effectively based on their cognition.
