During the process of reform and development of higher education in our country,the teaching and scientific research work has always been one of the main contents of colleges and universities.In particular,with the expanding size of enrollment of colleges and universities under the transition of the planned economy system to the market economy system,changes in educational conceptions and value,requirements of the society to talents and other aspects have put forward new demands for the teaching and education of colleges and universities,which,to a large extent,reflected the teaching quality and the level of scientific research of colleges and universities.In the past few years,due to the expanding team of researchers and the increasing volume of research projects and funds year on year,the growing workload of administration of scientific research has made it more and more dependent on information technologies.Finding of the methods to better optimize the informationized research management platform has become a top priority to the management of scientific research.In light of such a situation,administrative departments were in urgent need of effective network technologies for improvement of the management level and realization of an intelligent,scientific and refined management work.This research provides a detailed explanation of the design and development and research process of the research and innovation service platform in colleges and universities.First,the author analyzed the requirements under major problems of the scientific research management models and informationization in colleges and universities and established the business process model for the platform of scientific research;moreover,the platform employed JAVA language for program development,oracle for background database management,Eclipse for editing,Spri ng MVC for realization of multi-layer system structure and hibernate framework for realization of a relational database;according to the analysis of requirements from the scientific research management department,the author adopted layered design to buil d specific functional modules,which included smart importing of research projects and funds,collection and statistical analysis of all kinds of scientific research results,project management and project risk management,smart statistics of the reward system,web promotion and information collection for research papers,docking of scientific research and financial affairs,etc.Finally,through testing of the administrator at the division of scientific research,the university-level administrator and the research secretary,the platform was proved with good working effects and convenient operations.To sum up,this design settled the problem of integration of businesses on trans-department data platforms,realized the functions of online office transfer,real-time process monitoring and automatic notification of abnormality,provided accurate,efficient,advanced and intelligent statistical analyzing abilities,and could provide all kinds of research information to functional departments in colleges and universities for their making of scientific decisions,thus contributing to the realization of the efficient and informationized management of scientific research projects.
