In the process of globalization,multinational companies have the right to formulate standards and game rules,while Chinese communication equipment manufacturers are embedded in the global value chain(GVC)under their control.How to realize the global value chain is a hot topic in the academic circle.Based on the domestic and foreign about communication equipment manufacturing enterprises in the global value chain upgrade research literature review,found that previous studies has not been from the perspective of standard analyses the problems on the global value chain upgrade.As an extremely scarce strategic resource,the lack of standard resources also means the lack of innovation ability of enterprises,which will lead to the gradual loss of the right to speak of GVC.In this paper,literature research method,normative analysis method,statistical analysis method and case analysis method are used to combine the standard and GVC,and the theoretical action mechanism of the standard on GVC upgrade is analyzed.At the same time,the standard as a tool of GVC governance,based on the modular production,the relationship between rent,innovation ability and the marginal cost and brand effect,this paper expounds the standard would help junior enterprise realize rising in GVC value chain and upgrade.Huawei technologies co.,LTD.,is the world's communications equipment industry leader and a typical representative,in its development is the difficulty and problem solving process,the combination of huawei company upgrades practice case analyses the experience and trouble.It is found that the upgrading strategy is divided into horizontal upgrading strategy--standard internationalization,technology specialization,patent standardization(SEP)and standard re-internationalization;vertical upgrading strategy--extending the value chain to realize the leap from traditional communication equipment vendors to ICT solution providers.Specific stepwise upgrade path is:the adoption of international standards(engaged in OEM)-production specialization(achieve technological process and product upgrading,increase the length of the standard),increase the market share(increased the height of the standard),become the leading industry standard(upgrade)functionality,expanding product variety(implementation chain upgrade,the width of the extended standard),integration of ICT industry standards(increase the width of the standard).Finally,it provides practical policy suggestions for the standardization strategy of domestic telecommunication equipment manufacturers.In view of the different degree of enterprise embedding GVC,policy suggestions are given at the beginning of the embedding GVC,development,maturity,leap should,in turn,use standard to follow and absorb the strategy,participate in and output strategy,promote and lead the strategy and standard leading and integration strategy.
