Non-public archives are an important part of China's archives resources,and the existing regulatory measures and laws and regulations are insufficient.How to effectively supervise non-public files is an urgent problem to be solved in the archival circles of our country.Some developed countries and some developing countries already had complete laws and regulations on the regulation of non-public archives,and many achievements have been made in relevant studies.This is an important reference for the supervision of non-public archives in our country.France,South Africa,and Russia all set regulations on the supervision of non-public archives in the archives law,and open up a new way of non-public file regulation different from public archives regulation.These countries' laws and regulations in the definition of "non-public files",custody and supervision,national statistics,and the specific measures for regulating the "non-public files" can bring some enlightenment to the supervision of non-public archives in our country.The first chapter of the thesis summarizes the background of the topic,the purpose and significance of the research,the research summary at home and abroad,and the content and methods of the research.The second chapter introduces the means and methods for the supervision of private archives or non-public archives in France,South Africa and Russia.The third chapter focuses on the inspiration of foreign experience to our country.Through the investigation and study of foreign experience,it is believed that there are many deficiencies in the non-public archives regulation in our country,such as the unsound laws and regulations,the insufficient degree of attention,the lack of understanding of non-public archives and the neglect of social participation.The fourth chapter focuses on specific proposals for strengthening the supervision of non-state-owned archives in China.Emphasis must be placed on recognizing the special nature of non-public archives,changing existing regulatory methods,improving archives laws and regulations,paying attention to non-public archives from a legal perspective,and standardizing the supervision of non-public archives.At the same time,the administrative department of archives shall strengthen the supervision of non-public archives and provide the guarantee service.At the same time,we must also recognize the importance of social forces participating in the management of non-public records.The state should encourage the archiving of people and promote the establishment and orderly operation of non-public archives institutions.
