In recent years,with the increased government support and the popular of private collections,non-state-owned museums are showing a good momentum of development,which meet people's cultural needs much better,with the number of museums has been increasing,the quality of collections and services has been improving,and the social influence has been expanding.At the same time,non-state-owned museums are encountering some difficulties and problems in the development process,and they urgently need to study and solve them.Relevant scholars have conducted a lot of researches on non-state-owned museums,but most of them are focusing on funds,collections,operations,professional talents,etc.There are relatively few issues on public welfare.This paper believes that the biggest problem in the development of non-state-owned museums is that public welfare has not been fully recognized by the government and society.Even most non-state-owned museum organizers are not aware of the notion of public welfare and the social responsibilities and obligations which they should undertake.Therefore,this paper mainly focuses on the study of non-state museums' public welfare characteristics.This paper systematically reviews the development history of non-state-owned museums,and summarizes the main development status,achievements,and problems.This paper mainly adopts on-the-spot interviews,questionnaire surveys and other methods to conduct a comprehensive analysis of non-state-owned museums,to understand the current status of non-state-owned museums,policy support,major points,and related opinions and suggestions.On the base of the research,focuses on the public welfare characteristics of non-state museums.This paper proposed a spontaneous mechanism for building sustainable development of non-state-owned museums.The research of this paper finds that the reasons why non-state-owned museums in China are unable to give full play to their public welfare characteristics,include the lack of national policy support,the large fund gap,and the need for innovation in business model.Corresponding to these problems,the paper puts forward relevant policy suggestions to effectively improve the public welfare characteristics of non-state-owned museums from these aspects: strengthen their own hematopoietic function,improving the support policy,further standardize the management work,Service for social and cultural needs.
