Typhoon is a natural climate.Due to its large wind power,abundant rainfall and wide range,typhoon usually brings huge losses to the areas it passes through,seriously restricting the economic and social development in the coastal areas and affecting people's lives and property.Although all over the country according to local conditions,developed a flood control command and decision support system and command system,and achieved Informatization of flood control and anti-typhoon basically.However,there are still many shortcomings in the supervision of flood control and anti-typhoons,such as whether the staff are on duty,the content of the feedbacks of inspection and transfer work is genuine or not,and whether the cohesion in the work of various departments is smooth.Therefore,it is necessary to establish a set of perfect emergency command system to assist our government and institutions to carry out the command of flood control and anti-typhoon.This paper investigates the current situation of emergency command at home and abroad,and points out the problems of poor supervision,poor connection and lack of accountability in the process of flood control and anti-typhoon command.In order to provide relevant departments with a tool for information aids,decision support,work guidelines and supervision and evaluation,this paper presents a design and implementation methods of object-oriented intelligent flood control and anti-typhoon command system.This article starts with the overall architecture design analysis,analyzes the structure of the system level,describes the data structure relations of the basic data in detail and the workflow implementation method,and introduces how to use GIS to supervise the working process of the staff.Finally,the actual application situation of each module of the system is presented and introduced.At the same time,the execution process of each event in the system,the summary statistical results and the work supervision and assessment functions are verified and analyzed.Through the use of intelligent flood control and anti-typhoon command system,the problems of poor supervision,poor connection and lack of accountability in command process can be effectively solved.The procedures,standardization and efficiency of flood control and anti-typhoon work can be improved.
