With the rapid development of high-tech, e-government has received much attention in domestic and even the whole world and is regarded as the primary field of information highway. Government and enterprises pay more and more attention to office automation platform. Based on the actual work, we exploit the dynamic ASP.NET technology and the B/S program, and design an office automation management system of a government.Firstly, requirement analysis of system is completed according to specific situation of the department; then functional design is done based on system requirements and sequence diagrams of functions are given here; finally, the system is implemented according to system design and system interfaces are shown as well as flow diagrams. We construct the office automation management system using.NET platform, and the development process strictly conforms relevant standards. We use SQL SERVER database, ASP.NET technology, MVC framework and UML to accomplish system design. This thesis detailed describes the design and implementation process of the system which mainly comprises four management functions: communication, individual work, integrated management and collaborative work. Communication function contains two modules: BBS and announcement management which includes functions of publishing, modifying and deleting. BBS forum mainly includes functions such as classification management and maintenance of the released Forum and so on. Individual work function contains several modules like schedules, memos, information management, personal settings and e-mail. In the personal settings module, system users maintain their personal information. Users of office automation platform send and receive e-mails through e-mail module. Integrated management function contains four modules that are sector management, user management, asset management and attendance information management. The sector management module mainly manages sectors within the department; user management module manages users of office automation platform; asset management module manages assets of the department and attendance management module manages employees’ attendance. Collaborative work function contains three modules that are conference management, text sending and receiving management and conference room management. Conference management module is to manage conference information; conference room management module manages conference rooms of the department; text sending and receiving management module manages sending and receiving of documents within the department. After system implementation we test system functions and the test result shows that current system functions can well meet users’ requirements.
