When large-scale natural disasters happens,Terrestrial networks prone to network failure caused by interruption of communication.A large number of user demands for communications networks explosive growth,while limited communication capacity cannot meet this demand.Mobile satellite communication system has the advantage of a large coverage area,communication distance,mobile and flexible communication,line stable and reliable.So it can play an important role.However,our current research on satellite mobile communication system is less.For beam switching between mobile satellite beam switching method used mainly terrestrial mobile networks,there is a prolonged switching,low switching efficiency,switching frequency,throwing away relatively scarce radio resources.In this paper,the RRC in the soft handover between the beams,the combined speed of the mobile terminal location information,the mobile terminal calculates the dwell time in the beam.The paper got a based on the dwell time soft handover algorithm by weighting the strength of received signal strength and the dwell time.Simulation results show that the algorithm reduces the average number of active set(MASN)and average active set update rate(AUSR)and handover delay and improved resource utilization satellite mobile communication system.On the radio resource control protocol,C language was used on a Linux platform for radio resource control protocol implemented.And the paper completed part of the process of the test,the test results show that the radio resource control protocol designed to fulfill its basic functions.
