Research On The Optimization Of Integration-oriented Social Work Project Evaluation Index System

The purchase of social work services by the government is an important measure to innovate social governance in China.Since the resumption and development of social work in China for more than 30 years,the professional practice of social work has been developing vigorously under the favorable situation of national policies,it promotes and leads the development of social work assessment,meanwhile,the results of social work assessment are directly fed back to the social work service.However,due to the late start of the development of social work assessment in our country and the limitations of its own development,social work assessment can not quickly adapt to the rapid trend of professional practice,there are such problems as "managerialism","factualism" and "instrumentalism".There are many factors that affect the construction and optimization of the social work assessment system.Among them,as the main tool of social work assessment,the scientific and systematic nature of the index system has a direct impact on the evaluation of social work service quality.Therefore,it is very important and necessary to study the evaluation index system of social work.At present,the research on the assessment system of social work is not perfect,and it focuses on the evaluation mode of social work and the evaluation of social work performance.Based on the reference system of Public Sector Common Assessment Framework,this paper analyzes the project evaluation index system used by four evaluation institutions in Zhengzhou by using the method of quantitative and qualitative research.The Content analysis was used to deconstruct and reshape the four sets of project evaluation indicator systems,and to diagnose them through the Common Assessment Framework.At present,the evaluation index system of social work in Zhengzhou is as follows: lack of leadership,strategy and planning,employee outcome index;attention to human resource management,process and change management,customer / citizen outcome index;large differences in partner and resource management,social results,key performance management indicators.These findings are consistent with the current instrumental bias,process management bias,and objective evaluation bias in social work assessment in Zhengzhou.By making clear the evaluation tone and advocating the evaluation of socialwork with value rationality;operating the indexes lacking in the current system;reducing the weight of the process evaluation and improving subjective evaluation can optimize the current index system,making the index system of social work evaluation more effective and more convenient to provide help for the evaluation.
