A Study On The Conflict And Integration Of Multiple Account In Social Service Evaluation

In the separation of politics and society under the background of rapid development of the practice of social work in China,especially the government purchase of social work service,calling the arrival of social work assessment.The rise of new managerialism and the "social account" make the evaluation play an important role.Due to the low recognition and skepticism of the social assessment of social services,the growing demand for accountability.Based on the social service accountability theory,social ecological system theory as the theoretical basis and analysis framework,on the basis of reviewing and sorting out the relevant literature and participation,through the methods of interview and comparative research,the paper investigates the evaluation project of Guangzhou community,the evaluation of community and social work in Hangzhou,and the evaluation of star rating of community care service center.On the basis of research,the following conclusions are drawn: First,Guangzhou because of its unique geographical conditions and the promotion of the government,social service assessment in terms of personnel allocation,evaluation process,evaluation index,field evaluation and summary of reflection are more professional than in Hangzhou.Multiple account reflects,the administrative account,service account and professional services of Guangzhou assessment agencies have a stronger sense of accountability,while the basic assessment of the project in Hangzhou to stay on the basis of the financial statement.Second,the conflict between the multiple accountability of the main performance is that the balance to financial account tilt seriously,the game of "management efficiency" and "professional value",the ethical dilemma of "loyal to" and the disjunction between "professional" and "service".Based on the social ecosystem theory,the author attributes to the reasons following five aspects,including government "weak system" and "strong management",evaluators "light professional" and "heavy index",assessors "does the task" and "is involved",service object "being served" and "difficult to be accountable","slow development" and "low recognition" of the metasomatic environment.Third,I believe that the current assessment of social service assessment is to follow the financial account of the logic,need to turn to the service account and professional account of the logic should be based,and hope to build the multiple equilibrium account mechanism on this basis by the social ecological subject together.
