Compulsory education,which is the state implements in accordance with the law and must be accepted by all school-age children.It is the foundation for laying down the quality of the people.It is the core and focus of basic education,and it is mandatory,free,and uniform.In the report of the 19 th National Congress,General Secretary Xi Jinping pointed out that education must be given priority for development,and emphasized that education equity should be promoted.Morever,urban and rural compulsory education should be promoted in an integrated manner.In June 2011,the People's Government of Jiangsu Province forwarded the "Opinions on the Construction of Quality and Balanced Reform and Development Demonstration Zones for Compulsory Education in Jiangsu Province" of the Provincial Department of Education,and launched the construction of a quality and balanced reform and development demonstration zone for compulsory education.At present,balanced development is the strategic task of compulsory education,an important way to achieve education equity,and a top priority of compulsory education.Taixing is known as the "hometown of education".In recent years,with the joint efforts of many parties,it was rated as a basic equilibrium city for the development of compulsory education throughout the country in 2015.For a long time,the improvement of teaching quality in the compulsory education stage has attracted much attention.Especially under the premise of basic equilibrium,how to further promote the balanced development of high quality is the focus and hotspot of all walks of life.From the current research situation at home and abroad,foreign scholars' research on education equity was earlier,lasted longer,and the theory was relatively rich.However,it was not suitable for China's educational conditions,so it could not be forced.However,domestic scholars tend to study and analyze from a macroscopic perspective.At present,the current research is mostly at the theoretical level.There is no effective focus on the county-level field,and the referential and practical results of the research are not strong.Based on the view of fairness,this paper analyzes the important measures and achievements of the quality balanced development of compulsory education,and sets up an index system to evaluate the quality balanced development of compulsory education from the current situation of the development of compulsory education in Taixing city.In terms of the quality of education development and the degree of education balance,the first level indicators are constructed.Under each first level of indicators,three secondary indicators are set,namely,educational opportunities,funding,quality of education and conditions for running schools,teaching staff,and equilibrium levels.Under the second-level indicators,there are 22 third-level indicators such as special groups' enrollment rates,public financial budget education funds,per capita education funds,academic pass rate,comprehensive quality achievement rate,per capita building area,per capita equipment value,teacher-student ratio,functional title structure,and social satisfaction.According to the above system of indicators,the data collected are divided into two groups: urban and rural,and the development difference between urban and rural schools is quantitatively analyzed by independent sample T test.Under the two secondary indicators of school conditions and teacher equipment,the data were re-divided into two groups: primary and junior middle schools,and the coefficient of difference between different school segments was further calculated.In the course of quality and balanced development,we need to find out that there are problems such as unequal coverage of quality education resources,the need to strengthen the teaching staff,and the lack of a strong brand name for the "hometown of education".It also analyzes the reasons for the problems from the differences in urban and rural economic development,the lack of development requirements in layout planning,the lack of professional qualifications for teachers,and the construction of specialty brands.Therefore,reasonable countermeasures and suggestions are put forward: to promote balanced development between schools with fair guidance,to promote the construction of quality teachers with strong talents,and to promote the construction of quality education based on quality.Through the research of this article,we hope to provide reference value for further promoting the quality and balanced development of compulsory education in Taixing city,and make every effort to create "modernization,high quality,and quality" Taixing education,and hope to provide useful reference for other similar regions.
