Compulsory education is a public welfare undertaking of the country,and its core value pursuit is education equity.Promoting the integration of urban and rural compulsory education is of great significance for narrowing the gap between urban and rural areas and promoting the fair realization of education.In 2016,the State Council issued the "Several Opinions on Promoting the Integrated Reform and Development of Compulsory Education in Urban and Rural Areas in the County Area",which detailed the basic principles,objectives.measures and organizational guarantees for the integrated development of urban and rural compulsory education in the county.The process of-integration of urban and rural compulsory education in China's counties has entered a new stage.The integration of urban and rural compulsory education refers to breaking the shackles of the urban-rural dual economic and social structure under the guidance of the concept of educational equity,placing urban and rural compulsory education in an active and equal position,planning and coordinating the allocation of resources.On the basis of maintaining each other's characteristics and advantages,we will promote the sharing of resources for urban and rural compulsory education,complement each other's advantages,and gradually achieve the process and state of-coordinated,rational and sustainable development of urban and rural compulsory education.It is the fundamental way to further promote the balanced and balanced development of compulsory education and achieve educational equity.In recent years,the state has continuously increased its investment in rural education.In terms of resource allocation,it has tilted toward weak rural schools,and the conditions for running schools in rural areas have been improved as never beiore.However,due to multiple reasons of history and reality,in many places in China.especially in the remote mountainous areas of the central and western regions,the contradiction between urban and rural dual structure is still outstanding,the quality of rural quality education is insufficient,and the quality of education and teaching needs to be improved.The allocation of resources lags behind the pace ot new urbanization development,and the phenomenon of "large class" still exists.The arduousness and urgency of promoting the integration of urban and rural compulsory education is very prominent in front of us.China's national conditions and the current "county-based" compulsory education management system determine that the integration of urban and rural compulsory education in China must first be implemented in the county.Studying the integrated development of urban and rural compulsory education in county areas is of great theoretical significance for promoting the balanced development of China's compulsory education,improving the quality of national culture,and maintaining the steady growth of China's economy.Based on combing and summarizing the current situation of the integration of urban and rural compulsory education at home and abroad,this paper takes Tongbai County of Henan Province as an example and uses the method of empirical investigation to sort out the practical exploration and achievements of the integration of urban and rural compulsory education in Tongbai County.Based on the theory of educational fairness,public goods theory and Marx's theory of urban-rural integration,this paper deeply analyzes the problems and causes in the process of the integration of urban and rural compulsory education in Tongbai County,and proposes strategic suggestions for promoting the integrated development of urban and rural compulsory education in Tongbai County.Through analysis,the main problems in the development of urban and rural compulsory education in Tongbai County are:shortage of education funds;unbalanced construction of urban and rural teachers;urban and rural conditions for schooling need to be further improved;left-behind children's education has not formed a synergy;there is a gap between urban and rural education quality.The main reasons for the problems are:the limitation of natural geographical environment and economic development level;the bondage of the urban-rural dual education system;the rapid development of urbanization and the adjustment of family planning policy;the unreasonable design of education policy and system;the weak coordination of government coordination;The concept of the stakeholder is not scientific.In view of the problems and causes of the integration of urban and rural compulsory education in Tongbai County,the author puts forward strategic suggestions from the government's performance of functions,school connotation construction,integration of urban and rural teachers,improving the quality of rural education,and caring for rural left-behind children,in order to better promote the integrated development of urban and rural compulsory education in Tongbai County.
