During the ten years from 2012 to 2021,China’s compulsory education has not only achieved comprehensive popularization,but also achieved the basic balanced development of counties by leaps and bounds in a relatively short period.It has become a new milestone in the history of compulsory education in China,striving to meet the people’s expectations of "having a good education" and "going to school".The quality of compulsory education in our country also enters the world advanced ranks with more solid steps.However,due to the differences in the level of economic and social development in different regions,the development of compulsory education in the whole country is not comprehensive and full,and the whole is not balanced;There are also obvious differences between high-quality and weak education resources within a region,such as the mismatch between high-quality education resources and the distribution of school-age population,the imbalance between the structure of public and private schools,high-quality schools and ordinary schools,and the difficulty in gaining social recognition for the enrollment policy of primary and secondary schools.Facing the future,from basic balance to quality balance has become the core goal and policy direction of compulsory education development.This study takes the actual situation of a county development zone as an example to explore and analyze the macro policy trend of the state to vigorously promote the high-quality and balanced development of compulsory education and the people’s good expectations for fair and high-quality compulsory education.The problems and dilemmas faced by the county government,which has the leading responsibility to organize and develop compulsory education,and the systematic strategies and paths to realize the goal of high-quality and balanced development of compulsory education.In order to achieve the above research objectives,case analysis,questionnaire survey,qualitative analysis and other research methods are adopted to carry out literature and theoretical research,case object status research,dilemma analysis and systematic countermeasure research.In the aspect of theoretical research,the author puts forward that the core of high-quality and balanced development of compulsory education is to develop fair and quality education.In the practice of development,a dual-dimensional development orientation with "balanced" and "high-quality" as the core demands should be formed.The high quality and balanced development of regional compulsory education is based on the theory of educational equity,resource allocation,urban-rural integration and adaptive education quality.Based on the comprehensive analysis and common dimension generalization from the three levels of policy logic,education logic and practice logic,a systematic structure analysis and thinking framework for the high-quality and balanced development of compulsory education is constructed from the five levels of top-level design and planning for the development of compulsory education,educational resources,educational quality,teacher team and educational governance.In view of the actual development of compulsory education in C development zone,this paper expounds the realistic environment and conditions for the high-quality and balanced development of compulsory education in the county economic development zone,which is an integrated urban and rural area,through full possession of first-hand data and thorough investigation and analysis.Based on the analysis framework of the basic requirements for the high-quality and balanced development of compulsory education proposed in this paper,five difficulties facing the high-quality and balanced development of compulsory education in C development zone are summarized.First,the development of compulsory education lacks top-level design and systematic planning;Secondly,the quality and balanced development of compulsory education lacks of sustained and strong financial support and resource investment guarantee.Third,there is an obvious gap in the quality and balanced development of compulsory education.Fourth,the shortage of teachers restricts the quality and balanced development of compulsory education;Fifth,there are still deficiencies in modern educational governance system and capacity building.The root cause of the above predicament lies in the inherent contradiction between C Development Zone’s special development orientation,advanced development orientation and social development pattern’s requirement for ecological value of education under the development concept of "Park City",and its weak foundation and current situation of education development.Based on the problems,difficulties and reasons of the case objects,it is proposed that C Development Zone can realize the high-quality and balanced development of compulsory education.The main contradiction to be solved is to bridge the gap between the advanced goal of regional economic and social development and the backward status quo of education development.The specific idea is to build a high-quality and balanced system of compulsory education in C Development Zone from five aspects: top-level design and planning,resource construction investment and effective allocation,overall quality construction,teacher team construction,and system and governance system construction.Through case study and theoretical analysis,it is pointed out that the core of high-quality and balanced development of compulsory education is to develop fair and quality education,and a dual-dimensional development orientation with "balanced" and "high-quality" as the core demands should be formed in regional practice.Based on the comprehensive analysis and common dimension generalization from the three levels of policy logic,education logic and practice logic,a systematic structure analysis and thinking framework for the high-quality and balanced development of compulsory education is constructed from the five levels of top-level design and planning for the development of compulsory education,educational resources,educational quality,teacher team and educational governance.、The contribution of this study lies in the establishment of the research and analysis framework and method from the current situation analysis and dilemma analysis to the systematic countermeasure design under the goal of quality balance of the county compulsory education in the development zone.The significance of the expansion lies in the fact that the development of compulsory education in counties of development zones in China is often faced with the basic situation of aggressive and rapid economic development goals,but the goals of social undertakings such as education are not matched enough.In the face of such problems,through the exploration of this study,it is pointed out that the high-quality and balanced development of compulsory education in counties under the background of urban-rural integration should not rush for quick success and instant benefits.On the premise of conforming to the Party’s education policy and national compulsory education policy,we should give full play to the advantages of regional endowment and combine with our own reality to systematically build a localized high-quality balanced system of compulsory education.
