| Equilibrium development is the most important item of the compulsory education.It is the basic requirement and concrete appearance of education equilibrium in the stage of compulsory education.The job "Compulsory education balanced development supervision evaluation" which has started in every provinces since 2012 designated that equilibrium development of compulsory education has risen to national strategy.According to "County Area Compulsory Education Balanced Development Supervision Evaluation Interim Measures.(Trial)"(hereinafter referred to as "Interim Measures"),Yunnan province assessed level of compulsory education equilibrium development of every counties with objects,content,standard,process,etc.It checked the situation of compulsory education resources allocation among the schools in one country by calculating the average value and variation coefficient of eight indicators,based on national regulation.How is the equilibrium level of compulsory education exactly?How does Yunnan province solve the weakness,as the Southwest Frontier?Which part of the job should be improve?And how?Those questions are the root cause of this thesis.This thesis empirically researched by intercepting the relevant data of compulsory education resources allocation among 129 countries,comparing data of economic condition among different countries in Yunnan province,based on "Interim Measures".Equilibrium development of education is not the same to equilibrium of education.Also the level of education development and the level of education equilibrium have different meanings.Some areas are with the higher level of education development,but lower level of equilibrium.Some other areas,on the contrary,are with the higher level of education equilibrium,but lower level of development.Many researches support this conclusion.Does this phenomenon also appear in Yunnan province?Thus,this thesis also pays attention to further analyzing and discussing the difference of the equilibrium level of compulsory education among countries,based on the analysis of resource allocation status.The data and coefficient of variation which were calculated with SPSS 19.0 are used for analyzing the diversity of compulsory education development level and equilibrium level among countries.The result shows that equilibrium level of countries compulsory education development in Yunnan province appears delivery with economic gradient and geographic gradient.From the economy point of view,the well development in administration center effects the equilibrium of border region.From the geography point of view,culture of minority and other causes effect the equilibrium of border region.Therefore,countries compulsory education equilibrium development should be advanced against the gradient.Policies and resources also should be performed with purposeful causes.Advancing against economic gradient should begin with less developed areas,in order to improve the education condition.Advancing against the geographic gradient should begin with border region,and perform the special education investment.Because of the special position of border minority,we should pay more attention to improve the culture and environment.That is the key point to improve the equilibrium.It further proves advancing against gradient to promote development of the border and less developed region is the key point of raising the level of countries compulsory education equilibrium development. |
