| Compulsory education is an important part of basic public service,and it is the right that every citizen enjoys according to law.China has basically popularized nine-year compulsory education.With the high rapid of economic and social development,people place higher expectations on quality education.As the regional and urban-rural gap still exists to a certain extent,it is still difficult to achieve the balanced development of compulsory education from the overall perspective.However,in a regional scope,such as Shanghai,Jiangsu,Zhejiang and other eastern education developed provinces and cities,it is realistic and possible to take the lead in achieving high-quality balanced development of compulsory education.Based on a review of the theory and research status of high-quality balanced development of compulsory education,this paper takes Shanghai Pudong District as an example,conducts empirical analysis through data measurement and questionnaire surveys,finds problems,and proposes to take the lead in achieving high-quality balanced compulsory education.Development of targeted policy initiatives.The paper consists of five chapters.First is the introduction part to put forward the research questions,reveal the background,purpose and significance of the research questions,analyse and carding the current situation of related research at home and abroad,the research framework and the main innovations of the paper.Chapter 1 is the theoretical analysis part,which elaborates some core concepts and basic viewpoints,expounds and explains the theoretical basis of this paper with the theory of total quality management.Chapter 2 is the explanation of the paper,which explains the reason and research value of choosing Pudong District,and explains the data of the paper and the questionnaire.Chapter 3 is an empirical analysis.Taking Pudong District as an example,we measure and analyze the high-quality balanced development of compulsory education from three dimensions: high-quality balanced input,high-quality balanced process,and high-quality balanced output.Through the measurement of hardware resources,teachers,financial resources,guarantee of admission opportunities,etc.,as well as questionnaire surveys and empirical analysis of more than 1,000 students,teachers,and parents in 14 primary and secondary schools in Pudong District.We can safely have the conclusion that compulsory schools have developed rapidly,the quality of education has steadily improved,and the satisfaction of students,teachers and parents is generally high.However,there is still a certain distance from the requirements of high-quality education.Examination education is still prevailing.Students 'academic burdens are still heavy,their learning interest and enthusiasm need to be cultivated.A diverse and comprehensive student evaluation system has not yet been established.Students' personality and specialties have not been fully exerted.Innovation ability and comprehensive literacy are yet to be achieved.Teachers' professional development and regular mobility need to be strengthened,etc.At the same time,the questionnaire survey also revealed that there are still some differences between different areas,such as urban schools,township schools,and rural schools,and some differences are more significant.Chapter 4 is the conclusion of the paper and the countermeasures to compulsory education's development.Through measurement and analysis,the main conclusions of this paper are as follows: from the perspective of the input end,compulsory education in Pudong District has entered a new stage from basic balance to high-quality balanced development;from the perspective of the process end,the balanced development of compulsory education in Pudong District has achieved remarkable results,but the task of high-quality balanced development is still arduous;from the perspective of the output end,the government and schools in Pudong District have made great efforts to promote the development of education and are fully recognized,but there is still room for improvement of students' innovation ability and comprehensive quality;the balanced development of education quality in Pudong District still needs to pay attention to individual needs.At the same time,this paper puts forward the corresponding countermeasures and measures from the three perspectives of the balanced end of the compulsory education input quality,the balanced end of the process quality and the balanced end of the output quality. |
